Rome, 17–26 January A preparatory meeting for the FAO World Conference on fisheries management and development. Of course, nobody is going to propose decimation of a human population as a means for limiting fishing effort, but a reduction of the population devoted to fishing through means of re-settlement or re-direction to other (non-fishing) occupations should be considered as one possible means for limiting fishing effort.

Active Regulation in Unmanaged Fisheries. Alternative fishing techniques such as pole and live bait fishing could increase the local component of the catch, provide alternative employment, and reduce effort on the traditional fisheries.

This type of fishery could have even greater economic appeal if, as seems possible, the fish are of sufficiently high quality for sashimi.

This unit will also be responsible for the introduction, on a pilot basis, of a log-book system in some of the more advanced elements of the Malaysian fleet.

It will also be responsible for monitoring the fishing effort of foreign fishing vessels or joint-venture vessels which may be licensed in the future.

If this danger exists, and it is not practical to regulate fishing effort directly, an increase in mesh size may be a useful alternative means of conserving the spawning stock. A suitable choice of mesh size should reduce the rate of capture of juveniles, and make it more likely that an individual will survive to the size of first maturity and have an opportunity of spawning at least once.

Given the considerations described so far, it may help the deliberations of the consultation, on the question of regulation of fishing effort and mortality, to be presented an alternative working hypothesis to the equilibrium model of fisheries.

The purpose of this paper is to draw attention to the broad aspects of fishing gear selectivity inasfar as it relates to fisheries management and to the measurement of fishing effort. It is not intended to provide a detailed or scientific analysis of selectivity, rather to give sufficient information for discussion of aspects of fishing gear performance that are of interest to fishery managers.
